'Request' for tournament flyer writers

For whatever reason (and now inertia means it is unlikely to be changed) the terms 'clocks required', 'clocks preferred', and 'clocks on request' seem to have become the accepted norm for defining the clock condition of events. The first seems unambiguous, but...

'Preferred' by whom? Director, either player, both players?

'Requested' by whom? Director, either player, both players?

Therefore, my 'preference' is that tournament flyers define the particular term that is applicable for the event, in situ. For example:

Event X will be administered with clocks preferred: if either player prefers a clock the match will be clocked. OR The Y competition will be a clocks upon request event: if both players agree to playing with a clock, one will be used.

Some directors already release flyers that define the conditions similarly. (Rory's Chicago Open comes to memory.) Thank you.
