Pretty clear from the RO (i.e. in retrospect) that a checker on the 7-point is good. I surmise that this is because it can attack the 23-point blot if the status quo remains.

If my conclusion is correct, it emphasizes that making an inefficient point doesn't mean you make it to keep, but that it is (even if not much else) two SAFE builders for points you do want to keep.
