An action or verbal declaration out of turn may be ruled binding if there is no bet, call, or raise by an intervening player acting after the infraction has been committed. So in this case you could force your opponent's play to stand...

Stick must be asleep (or bored). I think the hidden information aspect of poker leads to a distinction. Did the out-of-turn bid damage the player(s) in front of it, in the sense that his(their) action(s) will now be compromised? I.e. do the non-offending players actions after the out-of-turn infraction potentially reveal more about their hands (to all of his opponents) than would have occurred without the error? If the answer is 'yes' then I don't see the parallel between this poker rule and the illegal vs. legal moves debate.
