There is value to having slightly more complex rules in which everyone knows exactly what they are expected to do and what the standards are. Determining whether the rules or standards were met and dealing with differences of opinion as to fact will always be a part of the game. But unclear and ambiguous rules only add to the confusion and make it more likely that people will do the wrong thing.

The rules of the road are full of clear and detailed instructions regarding how to deal with traffic signals, signs, markings, rights of way, etc. It is a whole book. And it is something everyone must learn and understand if they are to get on the road. If they don't, there are people out there to remind them and penalties associated with infractions and people quickly learn what they did not know. We could replace that big nasty book with a far simpler single rule "keep your car at a safe distance from all other vehicles, pedestrians and objects at all times". Surely everyone will know what to do with one simple rule that is trivial for everyone to read and understand.
