I think the vast majority of people with college level intellect (or within the top 10% of college-going people) would not be able to become master in chess or similar games even if they wanted to, no matter how much time they devoted.
On the other hand, there are also people with much lower general intellectual levels who can become very good at any of these games.
All these games depend on pattern recognition and the ability to see through some concrete scenarios (variants), in varying degrees. I believe that pattern recognition is very often absent or weakly developed, even in very intelligent people.
