The "number of levels" measure should first of all be normalized by something like the amount of time for a game/match. Given that, then I think the "number of levels" is a pretty decent measure of the skill versus the luck involved in the game. Backgammon has fewer levels because there's so much luck.

I agree that "complexity" is certainly the wrong word.
