it is indeed difficult to even imagine anyone running out of time in a gin race. Thus, the rule seems at least unnecessary

It's very easy for me to imagine it. See this post under Interesting, pay attention:.

It's true this isn't a gin position by any means but they will not have any play they will have to think about and they still manage to run out of time. It shows you that it can be done.
