I know that the GT2 clock which seems most popular for backgammon in the US allows for multiple time controls to be used in sequence. However, I believe it does not work as you describe. Instead, you must define a number of moves for the first time period, and you must complete all those moves before the time expires (or you lose). Once those N moves have been completed without a timeout, you then get reset to the full time for the secondary time control. So there is no notion of when you run out of the first bank of time you get the next bank of time. Also, as far as I recall, the delay time (if any) applies to all time controls; you cannot set a different delay for each.
