What actually IS the Jacoby Rule?

Is this definition accurate? Yes, maybe I'm stirring up another controversy, but there's something concrete behind this (although you may consider it as nebulous/unsubstantiated as the recent claim for the origin for the BG term 'raccoon').

I'll give a hint: what if there is an automatic double?
