Unless your chouette has a specific rule or practice to the contrary, I'd say a player can offer a settlement any time he likes. This includes before he cubes, after he cubes, or while it is his turn to decide whether to cube.
A scenario I have seen often over the years is where one player gives a frisky cube based on psychological reasons, only to be undermined by the actions of other players which reveal the correct cube action. I think this is one of the hazards of chouette play. As a counterpoint, I can't tell you how many times I have seen the following scenario (in a position not good enough to double):
Player A: "Double!" Players B,C,D,E,F: "We're going to wait." Box: "Ok, I drop Player A."
