Going by the little information at hand, I'll offer my view on the situation:
Player B sounds like an idiot for not allowing A to roll on the left side during the bearoff. B has clearly not understood that backgammon is supposed to be a gentleman's game.
To me B's inflexible behaviour in this situation is very ungentleman like and could even be perceived as trying to get an unsporting edge along the lines of "he's low on time, maybe his dice will not be flat and he will have to reroll, forcing him to lose time".
If there could possibly be a downside for B when A rolls on the left side, then it would off course be perfectly OK to refuse A's request. But since it is totally without any influence on A's game I don't get such behaviour. This kind of rigid behaviour is not at all helpful to creating an environment where people can enjoy themselves. While not a big deal, it is something which will be remembered by the player and could ultimately be a contributing factor if at some point he should decide that "maybe these ABTs are not for me".
