This is such an awkward (but not rare) situation that I believe whatever Joe ruled should be defined as 'correct' here (and the players' compliance is consistent with my opinion).

Regarding more detailed rules, although in principle I'm (very much) in agreement with you, the USBGF intention has been to reach a worldwide consensus on a set of rules. I don't know how easy this is or how we even go about it. Assuming we could identify the proper list of participants in such an endeavor, would they all agree to adopting the decision of the entire committee?

As we saw about a week ago, in the US you are not allowed to roll on the LH side. In Denmark you are allowed to do so, with proper agreement between the two players and with the other conditions appropriately stated in those rules. Maybe this difference is easy to iron out, but maybe not.

I'm not discouraging anyone from seeking such a valuable accord. But we need to do our best to ensure that the time invested in such a non-trivial project isn't wasted by subsequent actions of a disgruntled organization.
