This looks like a Pottle's Rule position, although not a classic case (and I do see that Blue leads the race). Coming out allows White to hit somewhere with 32/36 rolls: {6x,5x,3x,11,21,41}. And a hit checker may soon have company. Meanwhile, staying on the 23-point puts pressure on two blots which 23/17 (at least for this roll) ignores. Throw in the fact that there is a safe, useful six available.
