I agree about the tendency of early doubles when adding noise. I guess it's logical if you consider a game where you (slowly) reaches the double point, then obviously one of the rolls before, there's a chance that the noise is a big positive, and that triggers the double. Even if you reach the double-point you need noise to be negative for the bot not to double, and you need it to be an even bigger negative number once you're past that point, until you get to the theoretical pass-point - at least once in a while.
I'm not sure the idea you suggest (not doubling small doubles) is perfect. Anyway, the way it's implemented in gnubg, could be improved if it was made (optional) non-symmetrical. you could specify a small and a larger noise for positives/negatives! Would work miracles.
