(Phil Simms) brings the argument, if i got it right, that Zeus can't play the opponent, and a "bad" decision can be right, because it exploits the weakness better. Is this right?

Sort of. Basically, to make a backgammon analogy, Simms would say that because sometimes the best play against a particular opponent isn't the play that XG or gnuBG says is best, then the bots are worthless. (!!!)

Can Zeus be used outside the USA?

I'm not quite sure what you mean. It plays according to NFL rules (only). So, for example, in Canada there is a professional league (CFL) which plays a game similar to the NFL, but with somewhat different rules. So, no, ZEUS wouldn't work for the CFL (unless a modified version was created).
