Beyond the cheating potential, I think it just fundamentally rude for someone to have a cellphone on and on the table during a match -- be they making/receiving calls, sending/receiving texts, or whatever. Most tourneys ask that they be silenced and not used in the playing room. They never enforce the request. I think it is time they do, and we should all assist them in making it happen.
