I don't think such a rule can cause much harm. Last I looked the pre-cellphone world still rotated once per day and revolved once per year just fine without them.
I know I could live without a cellphone, but the idea of being told I couldn't have it on my during a tournament sickens me. Right now I use it for taking pictures of a position (of which there are a lot right now due to my lack of experience, and I will occasionally listen to music, especially when I am getting tired, but that isn't really the reason behind it bothering me.
It is that my phone is my connection to the outside world, and whether I am working on a school project, dealing with a job from back home, or god forbid getting a call that a family member has been hospitalized, I could not imagine leaving my phone in the hotel room all day, cut off from that connection.
I realize what ifs are not a great tool for arguing, but the idea was brought up on the what if of cheating. It seems way more likely to me that somebody would need to be reached because of an emergency during a tournament then somebody cheating during a tournament. So while there is that risk, it certainly doesn't warrant banning cell phones to me.
