Art is a professional, journal contributing mathematician. It would be very uncharacteristic of him not to have said something like "here's an idea being tossed around" if he heard it somewhere else.

I'm sure he would do that if he were writing an article for a professional journal in mathematics education. The audience that he's addressing here, though, seems to be there just to hear his opinion, and isn't going to accuse him of failing to footnote his sources if they later hear the same opinion expressed by someone else.
