In the first "confusing" position( the second one shown) white's split to his 21 point degrades the value of the prime. Look at how much lower Blue's equity is comparing White having split and White having the 2 checkers on his 24 point. If Blue splits to his 18 instead of making it, White has 3's to make his 21 along with the 4's, 1's, and 6's that hit on his bar point. With so many numbers that hit on the bar point, White often gets at a repeated chance of making his 21. Blue's chances of making an advanced anchor on the next sequence or two are considerably less than White's. Blue's 18 point advanced anchor becomes a big defensive plus when unleashing a fight for points in his inner board or slotting outerboard points.
In the second "confusing" position, the consequence of the quadruple shot is that White does not make his 5 point (except 1-1 and 3-3) compared to the many times White makes it with the contrasting positions. Please advise if in any of the 21$-MISS-66 positions the outcome contradicts my theory here.If it does, I would appreciate knowing what the positions are. If it doesn't I would presume the key difference is the value of having White's 5 slotted or some similar inner board asset, as in the first position shown (you refer to it as an exception).
