Yes, I guess my comment to Tom's idea also applies to mine -- tiebreakers may be the big problem. For a truncated RR (like Tom's) or even Swiss, I guess you could potentially break ties by looking at the records of the opponents. But I don't see how that would guarantee a clean break at 2^n -- 2^n - 1. If every player had a rating then the second tiebreaker could use ratings of opponents. I think you'd have to distinguish ratings of players you defeated from those who defeated you, but I suspect this could be done equitably. However, there's no guarantee that everyone would have a rating, and even with one, how reliable that rating is. Stick's idea (regardless of how serious he was) would also be a good tiebreaker if the matches were recorded. Ditto your favorite idea of a variance reduced performance metric.
As far as the rest of your questions, I think you answered them, or at least know how to figure out the answers in short order.
