This was discussed here recently; see Rich Munitz's post and its followups. I think almost everybody agrees that it's highly undesirable to allow a match to be decided in this fashion. However, there is still some controversy about just how to change the rules. Legal moves is an obvious possibility but there are opponents of it, e.g., Gregg Cattanach. In the aforementioned post, Rich suggested drawing a distinction between "impossible" and "illegal" moves. This might work, but as you'll see if you read the discussion carefully, it's harder than it might seem to draw the line clearly between "impossible" and "illegal."
