In Response To: tournament rules and ethics (falafel)

it is rather draconian seeming, but I'll bet that the Russian player never makes that mistake again. If there are no consequences for "violations", that opens the door to some shenanigans. If the "rules" are not enforced, then they have lost their force. While enforcing the rules may occasionally seem unfair, not enforcing them is just not an option.
