Fairplay is recognition and observance of the rules, interaction with the opponent based on partnership, looking for equal chances and conditions and limiting the winning motiv. The romans said: law, driven to the outermost, will be the outermost wronging.
If an opponent puts his checkers on the bar, after bearing it off, fair play would insist, that this was an absolutely illegal move, and he should correct this in a legal move, putting the checkers where they belong.
This fault is for my feeling something completely different, compared to count wrong or playing only three numbers of a move.
Like a snooker player, who touched a ball during the shot, what nobody had seen, and then goes from the table, i would insist of a correction. But that is a decision of the player, a referee is bound to the rules, that perhaps, have to be changed in this case.
