I don't think it's the tournament's responsibility to make sure they have rules available in every language under the sun that may show up at their tournament. If I happen to be in Japan for a tournament the ball isn't in their court to make sure they have rules in English. English isn't that far of a stretch but what if I was an Italian player in Japan, are you suggesting they should somehow get their rules translated to Italian? I don't think so...it's the player's responsibility to get it done.
