Agreed, but some of this is just contributes to the "random" part of the game. (Which is good if you want to use a neural net.)
(Some brooms like corn can be used to drop more debris increasing the chances of a rock being picked - something Kevin Martin was notorious for at the world championships when he was young).
Corn brooms are usually not allowed because of this. (And intentionally dropping debris on the ice is cheating. Even sweeping snow in front of a rock is not allowed.)
The ice at a championship is far different from that of typical "club ice".
Yes, you would have to model for different ice conditions; e.g., speed of the ice and how much curl there. Likewise, you have to model for different playing ability. I envision having separate parameters for these (not inputs to the NN) and then training the NN to those parameters as needed.
I think basic curling strategy holds up pretty well in a wide variety of conditions and a lot could be learned (at least by club players) from a computer simulation.
