The minimum standard would correspond to the entry fee. Not many beginners without a shot at winning will be willing to pay the 1K$.

I do not believe this is true. I recall seeing a set of criteria that the participating federations (or national organizers) must adhere to in selecting their representatives. As I understood it, you cannot simply buy your way in. You must actually earn your way in through qualifiers, major events, or other such achievements. The criteria include minimum match lengths, number of participants, etc. For example, the USBGF will be holding many qualifiers to earn a spot in a 64 player playoff to select its 4 participants.

I no longer have the proposed IBC selection criteria that I saw some time back. Perhaps Stick (the US organizer) or someone from another federation does.
