As you say, anyone can do anything if there is agreement, but in my opinion, the right to consult comes with the cube, and the cube has a single owner as far as the Chouette is concerned. One player must take and one player must pass. The passing player can make a side agreement with the taking player to take half of his future action in the game in exchange for being paid one quarter the current cube level, but that player is out of the game having dropped his own cube. To do otherwise would make a mockery of non-consulting rules - each player could sell 1% of his action to each other player on the team; one cubes, all can then talk by virtue of owning a piece of the activated cube - and keep talking later as well if they pass their own cube.
