No. Betfair is a betting exchange. Users put up prices at which they are willing to back or lay (ie back against) an outcome. In a competitive market, there is a very narrow spread between the highest price at which someone is willing to lay and the lowest price at which someone wishes to back. However bookmakers can also be users of Betfair. Betfair take a small percentage from the winners but nothing from the losers. I think that US citizens are barred by the US Government from using Betfair.
