I don't know if there is a clearcut answer to the question as you posed it, but what seems true to me is that using MWC as the measure incentivizes me to make the play that I regard as being the best one to win the match, taking into account any knowledge I have (or think I have) about my own skill level and my opponent's skill level. That seems to me to be the correct incentive, and I don't think your example does anything to change that argument.
Thinking about it some more, I see a different problem. Say I am facing a position that is ND/T but I'm very confident that my opponent will drop if I double. Let's say that doubling is a pretty big error but that dropping is a MUCH bigger error. For the purposes of winning this particular match, I "should" double. However, if I know that my closest rival for winning the tournament is playing like a bot then I will be incentivized to refrain from doubling.
Of course, this problem exists regardless of whether one uses PR or MWC.
So I guess my "score" for a match should be my opponent's total MWC error minus my own total MWC error. The winner of the tournament would be the one with the highest total score. Then I think the only problem is that the bot isn't perfect.
