There is probably a chemical reason to this - in clutch situations, for some players neurotransmitters are released in concentrations that allow optimal performance, for others the concentrations are off and they'll choke.

If you'd asked me 25 years ago I would be able to tell more, but it has to do with the release of noradrenaline, adrenaline, and released of enzymes that metabolize these and acetylcholine. One of the effects is that your heart rate goes up in clutch situations, allowing you to run faster.
