Pure play vs Tactical play

Generally, the idea behind a play like 4/2*/1 is to stop your opponent from simultaneously hitting and getting to the edge of your prime. It has to be a strong candidate here because you'll have a much easier time surviving if you're on the bar and he's not at the edge. If he hits on your 1 point, he still has quite a bit of work to do.
When in general should you hit loose at the edge of the prime and leave the edge-point slotted? Usually you should do so when it's really bad for opponent merely to get to the edge of the prime--that is, when you urgently need to extend your prime or roll it forward.
In this position, you want your 2 point, but you're still in the game if Black enters there without hitting. He has outside blots to worry about, and you can win by attacking, picking up another checker, or controlling outfield territory. A strong threat to do any of these things might give you a good double. You're much worse off if he hits on your 2 point than if he comes in on that point and you're not on the bar.
So I believe it's correct in this position to play 4/2*/1. That move does the most to avoid a disaster, and the 2 point isn't critical to your winning plans.
I don't think duplication is a big factor at all. If he stays on the bar, you're doing well whichever hitting play you've made.
