The position is different, but the point is the same: when the opponent is on the bar, it is good to take a risk. (We can remove the white prime and 13/9 13/10 is still correct). In the text position, I think the gain of 24/16 is to advance that lonely back checker with little risk (and not only to avoid the 55 antijoker - if we place the man on the 23 point, I think 23/15 would be right as well).
