The amount of ATP events played on clay do nothing to explain this figure. I'm going to say there are 11 months of active play for any tennis pro during the year, January through November, and of those I'd say there are just over 2 months worth of clay court events. So why so many match ups? It's because Nadal's best surface by far is clay, even now when he's far improved his game on other surfaces, he's hands down the best clay court player there is. The second best is Federer meaning they met a lot on clay. They wouldn't meet as much on any other surface because Nadal, esp. being ranked #2, couldn't advance to the finals often enough to play Federer. This is one big reason Rafa can't be considered the GOAT. Federer dominated the rest of the tour on every surface under the sun (and indoors!) whereas Rafa owned the clay court world.
