If you have that hitter available down by one in the bottom of the ninth I am thinking it is best to have him lead off the inning. Note that if hits and a walk are mixed together in an inning it is best to have the walk be first.
I also think that focusing on the down by one in the ninth situation will make the batter look relatively better. The walk helps you get one extra run. The extra sure out from the perfect pitcher might save you no runs at all but it might save several runs, which would be of course wasted once two have been given up in that situation.
