Basic outline of a budget computer that will still OC to 4-5 Ghz

This will overclock to 4-5 Ghz, has an SSD, and will be able to watch movies in 1080p. You can also get it in the microATX variety for about the same price if you want something much smaller.

You will certainly get better performance on XG (especially on ROs) if you upgrade the 2500K to a 2600K. But I am not sure how much better if both are overclocked to 4.5-5.0 Ghz+ (since you should be able to reach higher clocks if you turn HT off). The difference could be as much as 50% faster or it could be very marginal--in any case it's about $100 more if you do decide to spring for the 2600K. I would also spring another $15 for 2TB of storage but since you said "at least 300GB" I figured 1TB was more than enough for whatever you intended.

This is only a cursory glance and I have not really investigated to make sure that there are no hardware conflicts between everything...but I'm pretty confident it will work as it is laid out.
