As Rich mentions, all ELO type rating systems has the property of adding a slight decay to each match as new matches are added. The last played match always count the most. However, that decay works very slow in the most widespread applications, and it is not time-relative but merely chronological so it works slow for not-so-active players and faster for the more dedicated ones...

I think you have to distinguish between rating and ranking systems, and also you have to set a goal for what you want from the system!
DBgF has combined a rating system (which has a high volume of games going through it, a necessity when we talk about a volatile game like backgammon), and our title system (which is at the other end of the scale) like a life-time master points system for the top-players.
One system is used to measure current strength and predict probabilities of upcoming games (the rating system) while the other is more like a "recognition" list - no decay once you earn your norms, titles are lifetime.
We use subsets of the rating system to create "race lists", such as most active players in a year, high-risers, etc.
