Penalty kicks

While I don't know the details for MLS, your argument doesn't compute for international soccer rules.
Penalty kicks are 5 kicks to each team, where you select all your 5 kickers up front. If the score is still a tie after all players have had their go, you start kicking one kick each, sudden death. But you're not allowed to use the same player twice (including the first five players) until all 11 players from your team has kicked. So it's very unlikely that a player ever get the chance to kick twice, and you can select whoever you want of your 11 players if it happens.
So you chose your best five players but where do you place your best kicker? Some chose first, to try their best to put pressure on the opposing side (especially if they kick the first penalty) while others put their best kicker at pos. 3 or 4. Does it matter? I don't know how much, but the score will influence the psychological state of the players as they go along, and even the knowledge of having XXX yet to kick after you, might affect the mood.
Maybe of bigger importance is the decision (if you win the draw), whether you want to go first or chose side? Same in golf sudden death - would you prefer to take the honor or give it to your opponent? Game technical you should chose to have your opponent go first, so you have knowledge of his result when you chose your strategy for the hole, but some players prefer to go first anyway to put pressure on the opponent. It's difficult to quantize the pros and cons you're comparing apples to oranges when calculating the "equity" of the situation.
