I don't think you'll ever reach a consensus on reasonable criteria related to a rating system. There are too many individual preferences and special interests to achieve unanimity.
Many of us would promote tournament performance and results. Many others, as we've seen here, would say to hell with results, let's go with PR's. Certainly, initially, there would be a clamor over relative tournament and performance strengths.
Reminds me of various boastings as children. Okay, he beat me 3 out of 5 in matches to 11 points in a global tournament final. But he was lucky. Let's go to best 4 of 7. You'll never satisfy some till the results are in accord with their beliefs. Then, of course, the results would then not be in accord with others' beliefs.
