A ratings system based on cashing/points in tournaments would definitely drive up tournament participation ... particularly if the top 1000 are listed. Such a system would also be in harmony with what's already being done in tennis and golf.
A ratings system based on elo or PR proably would not have any effect on attendance. I advocate going with a system that will boost worldwide tournament participation. That would be great for backgammon and might someday attract sponsors.
If you could provide a database that displays all data (cashing/points, elo, and PR) and sortable by each, that would be ideal, but it would probably be very expensive/tedious to implement and maintain.
