There are probably people making a living at BG playing with the PR you say, in the range of 5-6 or maybe even 7 or so. They do it by maximizing the difference between themselves and their opponents, but not by applying any advanced strategic concepts over the board. They do it before the game, by selecting opponents who have much worse PRs than their own! The bot revolution cuts both ways for those players. While they recognize they themselves are at best second-tier, they can use published bot info about the opponents, their online ratings at various servers, and matches they record electronically to figure out who is third-tier and worse.

Pigeons aren't an endangered BG-species unless they play with hawks. They can live long, happy lives if they're willing to settle for bread crumbs, and I'll bet quite a few of them are out there doing just that, choosing money over pride and playing only with people they are quite sure are weaker than they are.
