If the "extended Giants list" (my term for one that has 1000 people) is based on elo or PR, and you reach an exceedingly high level, many people would be inclined to stop or slow down their attendance ... to preserve their high status ... because if they continue playing they only risk lowering their elo or raising their PR. That's what I did in 2004 in an online backgammon site (Pogo backgammon). I attained an exceedingly high elo and then quit playing. It's now 7 years later, and my high elo is still there for all to see.

If the extended Giants list is based on cash/points attained only in the last 2-3 years, then you're obliged to continue cashing/garnering points to preserve your status.

Position on an extended Giants list can be a strong motivator for many people. The current Giants list only has 64 people, and is only updated once every two years. A 1000 person list that's updated every week and has a time dependent decay factor will increase tournament attendance. To improve their skills, people will also flock to local clubs, seek out instructors, and buy more books and backgammon software. Sponsors will look at the growth spurt and will want part of the action. That's my view.
