Laptop problem

I had hoped you had some external USB peripherals (Some people use external keyboard and mice on their laptops). The fact that the Keyboard doesn't work in Linux AND windows eliminates a driver issue. Keyboard works in the BIOS. One thing that occurred to me is that if the USB bus has a short (or some other technical issue) then the Mouse may be affecting the Keyboard. In the BIOS the mouse probably isn't used so the keyboard shows no issue. When the mouse is active it might now be conflicting with the keyboard.
I don't know any way of fixing that if it is the case (It sounds like something that may be covered on warranty). I am curious as a test - does your BIOS allow you to turn the mouse off? I am real curious if that allows the keyboard to work.
