It depend on your definition of "new player"...

New to the flight, new to backgammon or new to the rating system?

If it's a top-player that enters the rating system, gets the average rating and starts playing in the top-flight, it will not help convergence. If it's a newcomer entering the system and top-flight, it will help convergence. (assuming that the problem is that the top-flight avg rating is too low).
