Most of the tournaments where you push players up in a higher flight must still carry a pricetag that's reasonable. It's OK to have a few tournaments that players considers too-expensive, as long as this is not the norm. If you tell a player that he has to pay $250 to play Flight A instead of $25 in Flight C, because he just won 3 matches in a row, that will never be very productive!

In the last few months I heard, more than once, from more than one person: "At Tournament X, Flight B (Division 2) has stronger players than Flight A (Division 1)"

Second division is flooded with very good players who don't want to pay high entry fees. Intermediate players have difficult time trying to cash in 2nd division (originally aimed to them).
My conclusion is - (too) high entry fees in 1st division of tournaments are counter-productive. We have two flights with "wrong players" in them.

I, as Henrik, think that the solution for that is: sidepools in the top flights to keep entry fee to a level that's affordable by the majority of players.
By doing that you could probably merge 1st and 2nd division, and that should decrease the problems with universal rating, mentioned in other posts.
