The golf and tennis rating systems are based on points accumulated in various sanctioned tournaments over the past couple of years. How many points you get is dependent upon how high you finish (1st, 2nd, 3rd, etc.) times the value of the tournament. The grand slam or major tournaments count more than non-major tournaments.
Bill Davis's American Backgammon Tour stats already awards such points. 1st place is awarded twice as many points as second place. Second place gets twice as many as 3rd/4th, etc. The Open division gets twice as many as points as the Advanced/Intermediate ... which in turn, carries twice the value of the novice division. Attendance is another component of the points system as a tournament with 100 participants carries twice the points of a tournament with 50.
I think Bill's ABT points system is a great one upon which to build a worldwide system. It just needs to be expanded to included worldwide events + display a version that only lists the past 2 to 5 years with a time decay factor ... so we see who the current stars are. Right now you can only view lifetime stats and yearly stats.
Chess uses elo. I'm not familiar with the details.
