Nobody should ever kick 19-yard field goals...

I think Chuck has said that 4th and 1 is a go-for-it ANYWHERE on the field, (perhaps some score-based exceptions), and 4th and goal needing less than 10 yards is a go-for-it (also with a some time and score-based exceptions).
