I think Stein is basically correct. If the strategy of both players is to make sure they don't lose their market, they are in Nash equilibrium - as Wikipedia puts it: "no player has anything to gain by changing only his own strategy unilaterally", because if my opponent follows his strategy, his wins will always be exactly at cube level 2, and all I can do is to make sure that mine are too. Then it follows that I might as well double at the first opportunity, even without any market losers.
There might be scores in Phil's game where at least one of the players can't help losing his market occasionally. Then the reasoning as given above breaks down, but as far as I can see, those are situations where the cube will tend to be given very early anyway.
