As far as I know, Snowie divides the error sum by the total number of checkerplays of both players (including forced moves and dances, even those against a closed board).

XG divides by the number of decisions of one player and introduces the 0.5 correction factor to be in the same order of magnitude as Snowie. It does count cube decisions, but does not count forced moves. Those two seem to nearly cancel (except for the remaining 5%), but that would depend on the match length and other factors, I suppose.
