If Blue enters on the 23-point, the 5 looks like 16/11. The latter isn't bad but do I want the (maximally blocked) 23-point anchor when opp has no board and I lead the race? No.
So I enter on the 20-point. Now I see that rearranging the back three checkers isn't particularly dangerous so I don't need to be too creative (13/11 -- leaving even more blots) or extra conservative (8/6) although this latter play should still remain an option if I don't like any of my rearranging plays.
16/14 is easiest for me to eliminate because that checker now becomes a double+ shot and besides the gain by hitting, White gets a good+safe builder into position.
20/18 has a bad look to it. There are several rolls which hit both of Blue's outside checkers and leave no direct shots. Also the 23-point checker is 7 spots back from the 16-point checker -- not ideal here.
23/21 looks best to me. The three back checkers communicate (this is a double edged sword as it does make double hitting easier for opp) and (except for some doublets) I should get at least one direct shot if opp hits. Also if hit I usually have one of the best anchors started (maybe both) and if missed I have many rolls to make a good defensive point.

P.S. Communication is a tricky concept because distinguishing when it's right and when it's wrong can be quite subtle. Same goes for rearranging back checkers, in general. And if I'm wrong in my choice at least I can get some consolation from the fact that I've illustrated these latter two contentions.
