I go along with Chuck's explanation, and I also agree with you that we desperately need to switch to legal moves. But we don't need far-out hypothetical examples to show how horrible a game this is by allowing illegal moves....I can give many examples that happen all the time. Like accidently putting your own checker on the bar; hitting the clock out of habit when your opponent opens his 6 point in a bear off; not picking up a checker that must be hit.
Those who argue that people should be punished for these bonehead moves are playing a game that I don't want to play. A game I don't want to win. A game, and attitude that I, and many others, don't want to be a party to. We want to see the more skillful player win, not a player who wins on a technicality. We want to treat each other with kindness and good sportsmanship. We don't want to play to look for every opportunity to take advantage of the other person because of a technicality in the rules.
That is why we prefer legal moves.
Others argue that with legal moves you could also "game" your opponent by pretending not to notice. It is absolutely true that if someone wants to be "tricky" and looks to cheat or take advantage of his opponent, no matter what the rules there are ways to do it. But to "institutionalize" gaming as a way to win is bad for the game. And to put us all in very difficult positions of having to decide whether to uphold an "unfair" rule or be "good sports" and let our opponent correct a silly error is not a nice position to be in. We can avoid the whole thing with Legal Moves.
And there are other benefits to legal moves and other problems with illegal moves that I will not go into detail here, as they are side issues.
